On a premium dual account can both parties independently listen to different content at the same time on separate devices?

Just to make sure we are on the same page, if you're meaning about the Premium Duo plan, yes, both users will have their own Spotify accounts independently. So you and your partner could save your own songs, listen on your own accounts and everything else available on the Premium experience.
