So I tried to get the 0.99$ premium but it said that I was not eligible to get it. So I clicked it two more times and it said the same thing. It then charged me 3.00$ and did not give me premium. I would like my 3.00$ refunded.

Those offers are available to users that have never had Premium on their account before (via a subscription or a trial). It's not mentioned in the Ad itself but it is mentioned in the User Agreement below.

 

 

To get a refund you will need to get in touch with the customer services team directly using the online contact form and they will be able to assist you with this.

If you get an automated email reply back directing you to the community or help pages, you need to reply directly to that email (even if its from no-reply email address) and one of the customer services agents will get back to you as soon as possible. Give it 24 to 48hrs, also make sure you're checking your Spam/Junk folder because sometimes emails might end up there.

As @user-removed said, users are only eligible if they haven't tried the 3 month trial in the past. People are still eligble if they have tried the month's trial. If you have been wrongly charged, I suggest you contact Spotify Support - https://support.spotify.com/contact-spotify-support/ and they shall get back to you in 24 to 48 hours.
