My Question or Issue
This only happens when Bluetooth is turned on from my phone and connected to headphones/speakers; the desktop app doesn't seem to have an issue. I reset my WiFi-Bluetooth settings, unpaired, updated all the apps - nothing's worked.

This looks like a specific issue related to your mobile app, so we can try some additional steps to hopefully resolve it -
Let's first clear the app's cached data to see if that would make a difference. You can also take things a step further and go for a complete clean reinstall of the app.
In case the issue persists, try logging in with your account on a different device to see if the issue is device-related.
Alternatively, you can also log in with a different account on your device to check the same.

Cleared the cache, didn't change anything. I've also done clean reinstallations in the past but it hasn't done anything. This didn't use to happen; only since I began using spotify a lot again after a couple years of not using it. I've found that while casting to a TV this issue doesn't happen, but the Lyrics run faster on the TV and often get ahead of the song while it's playing. So I do believe this to be an issue with spotify on this device, as the stutter only happens when using Bluetooth headphones or speakers (including my car). But it only started recently, which leads me to believe there's a fix for it that I haven't thought of yet

If it's up to date, could you ask a friend or a relative to log in to their account on your phone to see if they can replicate this with their account?
Regarding the lyrics, keep in mind that they're synced with the playback on the local device in this case your phone, but when using the Connect feature, there is a naturally induced delay due to how it works. We appreciate your feedback and we'll make sure to pass it on to the right team as we always strive to improve your experience.

My OS is up to date, it actually updated yesterday but today I listened to an album all the way through and the stuttering between songs persists.

In this case, we'd suggest turning off any battery optimization usage settings. To do it, you can follow these steps:

After going to Special Access i don't see an option for Optimize Battery Usage. I've attached screenshots of this below as well as my current Spotify version.

Looking through both threads, it does indeed seem to be the same issue. I actually have crossfade set to 0 and automix turned on, but the issue persists. Someone in those threads suggested turned Normalize Volume off to fix it? I'll give that a try
I am afraid there is no definitive solution, I have the same issue with my devices, but I have Exynos SoC vs your Snapdragon SoC (I guess as you are located in US), and I tried everything but a factory reset. Sadly none worked for me, but maybe i will for you
