How to keep the Spotify notification permanently in the notification screen? Because my homescreen widget requires this to work properly.  I whitelisted it on my phone power saving mode but same problem. Thanks

Hello!

Try pinning the Spotify app like shown in screenshot. Doing that will keep the process running even if you accidentally hit clear all.
