I have a nexus 6p been using Spotify for a good several years as premium, download issues randomly.

So today on my way home, I started having a notification of 0 out of 13 downloaded with it saying waiting to download. Was downloading on lte. So got home, connected to WiFi and it still wasn't downloading. So I cleared data and cache files and started over even tho I wasn't at the 3333 songs downloaded on my device. Cleared everything Uninstaller and reinstalled. Loaded it up and now it only will download a song once it has played on the device. Normally it would just download the whole album quickly. I've only been able to get about 10 songs to download and that's by listening to them. I have connected to my account my ps4 and my MacBook but neither have played Spotify in several weeks. Nor has either downloaded any offline in the past year maybe. I've been able to download just fine weeks prior to today. Just out of no where started giving me problems. Anyone else had this issue or know how to resolve it? Very frustrating to say the least cause I can normally resolve issues myself.
