As a first step, please check out the suggestions by @OscarDC above. If that doesn't help, please check your phone's settings and make sure that the Spotify app is set as an exception in any memory optimizing services (most commonly found under Settings - Apps - Spotify).

This type of issue is commonly related to some specific cache still saved on your device from a previous version. We understand you've already tried a reinstall process, but to be sure that we're on the same page - did you use the steps for a clean reinstall mentioned in this article?
If so and the issue persists, check if your device has any SD card in it. In case you have one, remove it, reinstall the app once more and try again.
Lastly, to continue investigating this case, include in your next response the make, model and OS version of your device, along with the Spotify version you're currently running to continue investigating the case.

I did the steps you told me but it still doesn't work. The phone I have is Redmi Note 8, with Android version 11 and Spotify version 8,8,0,347

Just to confirm, have you followed these specific steps to listen to your downloaded content?
If so and it still doesn't work, could you let us know if you're using an SD card?
Lastly, could you send us a screenshot of how the downloaded content shows up on your end? You can attach it to your next response by using the Insert image option in the post editor. Make sure not to send any private info.
