Nougat still has hamburger menu

Just got a new phone (Mate 9) I live in the US, have a premium account, and noticed my friend had the new design which I hadn't seen until today, Due to the fact that this phone is huge I can see this new design being very useful to me. I did search the forum and found many posts with this same issue but they're all a month old and am wondering if it's still being rolled out?

I have a Pixel XL, premium account, etc, and I also do not have the bottom navigation yet. Other members on my family account have it, but I cannot get it for some reason.
