Setting: Volume level how does it work (Android)

can somebody give some inside how the setting works:

Volume Level (Adjust the volume for your environment.)

quiet ; normal ; loud

• What does it do?
• how does it work?
• Does it only work in combination with Normalize volume: ON?

How does this work with Spotify Connect?

These settings won't affect the playing of music from a connect hardware device, If you play music using connect, you'll see most of the android options aren't available.
