Syncing Local files between Desktop and Android

My Question or Issue

I was looking for a specific song on Spotify, I couldn't find it and I had it on a CD so I exported the file to my Desktop and added it to my playlist. The song is playable from my desktop that contains the song file but when I tried syncing the song to my Mobile phone, I followed every step shown on the FAQ and even followed some community posts but all of them are outdated and none of them worked. I then tried using a different computer to see if my issue is my computer and that didn't work either I would appreciate any help!

Just to confirm, have you already made sure that the Spotify app is not set to Offline on either device?

It would be helpful to know which other troubleshooting steps you've tried exactly so we can give you better suggestions.
