Unable to download music

Hi i decided to get a premium account again to see if i will now be able to download again music but to my dismay im still unable to download. It still prompts that i need to go to settings and "switch on download using cellular data" even though that menu us already turned on. Its quite frustrating because i already did everything. Ive already uninstalled spotify and rebooted my phone and reinstalling spotify on my phone. Can someone pls help me. I want to download songs again 😩😢
