Unable to sync local files to Huawei p20 pro

I recently got a Huawei p20 pro, and for some reason, I am unable to download local files from my desktop. I have spotify.exe unblocked in the firewall, and it worked previously on my Moto g4, so I'm at a loss as to what else to do

Could you confirm that you've followed all the steps in this support article on Local Files, specifically the step about creating a separate playlist for them on desktop?
