I went from being a premium member to a free member because I had to change my credit card number. now I can't even access the free portion of the program does anyone know why this is happening?

I suggest you contact support so they can take a look at your account and see what is going on:

If you get an automated reply email telling you to check the help section or the community, you need to reply back to it.

Also have you tried logging out and back in again?

 

It may be that you just need to erase the cache as some premium features may still reside in the cache. If you are unable to access the Spotify app to do this from the Settings Screen in Spotify then you can delete your cache by openeing up the Settings app from your app drawer, tap 'Applications' and scroll down to 'Spotify'.

 

Open this up and the tap the 'Clear data' button. This will wipe all cache and data and allow you to log back in again.. hopefully correctly recognising your subscription status.
