Counter of the number of listeners in different cities

My Question or Issue

I am writing about the statistics of listeners by city. I don't understand how the algorithm works. by ip? or by account region. Well, for example, the top by country from spotify works exactly by region. But with the activity in the cities it is somehow incomprehensible. Here it is conditionally: I have a Turkish spotify subscription, and I am in Germany, in Berlin. I will be assigned to Berlin in the listener counter, or I will not be assigned to any city at all, or I will be assigned to the last city I was in, in Turkey. It is not clear in general. Who knows how this thing works?
