Ctrl + L shortcut opens search menu but doesn't always highlight the searchbar

My Issue

The Ctrl + L shortcut to bring up search doesn't always highlight the searchbar, meaning I'd sometimes have to click the searchbar with my mouse to type into it. This only happens sometimes which makes me think this is unintended behaviour which is why I'm making a post about it as it would be a nice QOL improvement to ensure it does highlight the searchbar every time.
