Family members with the same address not being able to join Family Plan

Family members with the same address not being able to join Family Plan

2 of my family members have inputed the EXACT same address as Me, the master account for the Family Plan, but it says they do not have the same address and does not allow them to be included in the Family Plan. 

 

I have already tried tetsing by making a second account to invite and inputed the same address and it worked so why does it not work for both of my family members if they have placed the EXACT same address?
