Getting intentionally botted by a person/group with no form of protection

This is the second time this month I'm noticing a consistent number of unnatural listeners on my S4A. I feel I'm being intentionally targeted by another artist or company I've turned down working with. To date I've spent about $4K on META Ads, Show.co (Ads on major websites), Digital billboards, Spotify Tools: Showcase, Discover Mode. It costs me anywhere between $0.20 - 0.35 per new listener depending on the song. Just on the price discrepancy alone for every new listener someone can intentionally bot my music with 500 - 1K bots for the same price. I cannot afford to outpace someone botting me. I've gotten two strikes from Distrokid already and don't know what to do. I've spent so much.
