How do I change the audio quality for when I am offline?

My Question or Issue

When I go into the spotify settings menu, I see options for audio quality when I am connected to wifi and when I am connected to cellular data but how do I change the audio quality for when I am connected to neither wifi or data and am offline listening to songs?

The audio quality of the downloaded items corresponds to the online audio setting you've had enabled prior to the downloading process.
It cannot be manually altered offline.
