Why can't I change playlist cover on web player?

I'm using a free plan on a Windows computer/Android phone, and I can't have the desktop app downloaded for a variety of reasons. I've read that I need the app downloaded if I want to have covers for my playlists... I just don't get why. Does letting users upload files break the web app or something?

(For that matter, why are so many features divided up between all the different avenues of access?)

I understand your concern. Currently, you're only able to personalize your playlist covers on the desktop application following these steps. 

If you'd like to see an option to personalize playlist covers on the Web Player in the future, or any other feature you'd like to see - you can always create an Idea about this here.
