I have the exact same issue. I recently moved so I changed country settings accordingly but whenever I try to log in and open spotify it gives me the pop up with an option to go buy permium or log out without exit button. I tried to restart spotify and redownload too but the problem persists.

This could be related to your current region/country settings, since you mentioned you recently moved. In that sense, it'd be really helpful if you could share with us your current location, so we can investigate further.
