why can't i add a new payment method

Ive tried adding a new payment method but each time I try, I get a notification stating "payment failure".

First up, we suggest that you make sure the payment method you'd like to use meets the following requirements. 

If so, would you mind trying to update your payment method again from a different device and using an incognito window? It's also worth trying while connected to a different network.
