Can't add my boyfriend as a family member

It's been a while now since I've started to try to add my boyfriend as a family member in my Spotify premium account. We've been living together for a while now and our addresses are the same but I cannot add him, it always shows him a "erro" message saying that he cannot be part as one of my family members. Why is that? I won't be paying for something that we both cannot enjoy.
