Family plan members being removed by not living in the same location

I have a Family plan and my mom and sister were removed from my plan because "they do not live in the same location as I live". 

This is a complete shame. We do live in different cities, but we are from the same family. 

Is that true?  Point me to the Family Plan rules where I can see this term.

The same is happening to me! And even worse, my mother lives with me! This is a shame.

I need to discover the spotify's SAC, beacause I will cancel this service if they do not solve this problem.
