How do I start a premium for family account?

I want to set up premium for family, but spotify's premium for family link seems to be unreachable.

This first link works, but if you click the "get started button" spotify send you to a "we're all mixed up" message. It's been about a month now and I still get the same screen. Is spotify actually so mixed up that they can't set up a simple family account anymore? Or is this some lame way of stopping people from setting up premium for family accounts due to lost revenue? Either way I think this issue should have been fixed by now.
