Someone random joined my family bundle

I just discovered that in my family bundle there was a complete stranger that joined it. I have no idea for how long this person has been taking advantage from the fact we pay for his account. Nevertheless, how was this possible to happen? Aren't I supposed to send a link to everyone who wants to join? I kicked him out but I'm quite shocked about this.
