That definitely doesn't sound right. I recommend removing those two plan members immediately by following these steps.
Once that's done, please also perform the recommended steps listed here.

Great! I still also recommend performing the recommended steps here, as someone must've gained access to your account in order to invite those accounts to your plan 🙂
I have the same issue that Spotify cannot join my family plan but when I go to remove them or any other member, it doesn’t give me an option. How do I get them off?

Welcome to the Spotify Community!
You can remove members from your Family page: just navigate to the account you'd like to remove and press the Invite button - this will actually take them off the plan and allow you to invite someone else (but only if you want to).
In case your playback is being interrupted and the app shows that you're listening on another device in the Spotify Connect menu, you might be logged in somewhere else as well. You can sign out everywhere from your account page - the option is located near the end.
In case you do not recognize the device and you suspect that your account might have been compromised, I'd strongly recommend securing it by following the steps in this article.
