Why I cant add a member in my family plan ?

Why I cant add a member in my family plan ?

He used to be in the family plan, but suddenly he got out of the plan, and now that I want to add him again it says "he doesnt live in the same adress" but he lives in the same adress... why appears this error ? thanks
