Google home promo says I am not qualified

I have had premium for a while (outside of the free promo period). I attempted to get the Google Home, I was put on the waitlist. I received the email today saying my google home was ready. I clicked on the link but was met with a "you do not qualify" message. It tried to get me to go back to the basic premium (I have the family premium). I live in Canada. I tried to just downgrade to the basic package but, once again, it said I don't have premium. How do I fix this?
