Another thing we can try is using Incognito web page to process the payment.
Trying doing the same process on a different network may be good indication as well.

Can you please take a screenshot of what exactly it is that you see when trying to pay through PayPal? Are you getting any sort of error message ?
Note: Make sure to hide any sensitive info when posting your screenshots
If your PayPal account is linked with a bank account instead of a debit/credit card, you won't be able to use is as a valid payment method unless the PayPal account is covered with GBP 25 (or equivalent in the national currency) for the initial verification process.

Unfortunately these are the minimum requirments in order to use PayPal as a vaild payment method.
However, there are some other ways to pay for a Premium account like gift cards for example.
If that's something you'd like to try, please provide me with your country of origin and i'll run a check if gift cards are available for you.
