I did the app for Spotify on my new phone how do I get my favorite Library?

Your Liked Songs playlist, as well as all other playlists are linked to your account, not the local copy of the app.
With this in mind - you only need to log in to your existing account with its respective credentials and all shall be well!

In case looking at your old device's app settings doesn't show you your account details (Tap on your profile picture -> Settings -> Account) or in case you don't have access to your old device, check out this FAQ article. It should help you with locating your account.
