Playlists not syncing across Google phone and PC

My playlists do not sync from my desktop to my phone, not even my liked songs. I have 

Cleared Cache

Reinstalled

Logged out/in

Unliked then liked a song

Disconnected for 10+ minutes then reconnected

Plan

Same issue. It isn't syncing even between pcs.

I'm using my acc in four different devices, and none of my liked songs sync. It's been several weeks carrying this problem.
