Could you provide a bit more info on what's happening on your end? Note that the state of the Shuffle button is saved individually for each of your playlists, so if you had Smart Shuffle toggled on for a particular playlist in a previous listening session, it will remain activated unless you manually switch it off.

Does the Smart Shuffle feature activate automatically when you toggle Repeat on? If so, a short screen recording which captures this behavior in action, along with the exact version of Spotify you're running would be greatly appreciated. If you haven't already, it's worth performing clean reinstall of the app to see if that does the trick.
