Tried restarting my device but still no luck, not in recovered playlists either.

We received some reports about the Top Songs 2023 playlist missing not a while ago, but the issue was resolved. So, in this case I'd recommend performing a clean reinstall of the Spotify app to make sure you're running the latest version and to clear any corrupted cache.
