Are video ads loaded over cellular or cached from the last time the device was on WiFi?

I don't mind the ads, but I would assume that video ads would consume a decent amount of data if loaded over cellular.

I have to use mobile broadband at home due to distance from the local exchange. The bandwidth is extremely expensive, so I'm tracking the usage of various programs I'm running. At the moment Spotify is frequently playing a high quality Hyundai video. Spotify's bandwidth usage spikes at the start of play and I estimate it consumes10-20MB, even if the window isn't visible (or there is no chance I'd buy a Hyundai, for that matter).

I'd like to request that Spotify caches ads locally like it does music so they are not downloaded every time they're needed.
