You may have hit the 3 333 limit for downloaded songs. The problem could also depend on your device's storages.
Unfortunately the only way for you to do that is to remove you device here and check if your playlists are downloading again.
Make sure Spotify is allowed to use your 3G data,
Settings > Cellular > Scroll down and make sure the Spotify toggle is green.
If this doesn't work, it will be the 3.333 limit.. ๐
Try to log in with your account on an other device and see if it's downloading. If it does then your first device is set to a limit for downloaded songs.
