How Do I sync my iOS and my PC accounts in late 2023?

I've linked the accounts, Downloaded the songs probably 100 times over on both devices, Made sure both of my device's settings were right, I went through all the stops and nothing seems to work. The songs that I wanted to listen to on my phone are downloaded on my phone now in the files app and yet they still wont play on my phone.

Ensure that the songs you've downloaded are in a format that your phone's music player supports (e.g., MP3, AAC, WAV). If they are in an unsupported format, you may need to convert them to a compatible format. Follow My Health
