I have reached limit for downloaded songs and was wondering if there is anyway for me to just delete all of them easily? I do not want to waste my time deleting each and every downloaded album/song, that would take way too long.

Click on your list where you have downloaded tracks and press the dots in the upper corner on the screen > press "download". Repeat. The second time you press the dots the first option will be something like "remove downloads".

What if it is in my “Liked Songs” list? I don’t see the option to download/undownload a song when I press the 3 dots.

There is currently no way to download/remove a single song. You can only download a whole playlist (Liked songs as well) for offline use by switching the "Download songs" switch to on. What you can do is add the individual songs you wish to have offline to a separate playlist and then download that list instead.
Other users have suggested an idea here to change how the Download songs feature works, and you can also add your thoughts and vote to support it. Please note that even if a suggestion didn't gather enough votes in order to get prioritized right now, you can still add your vote and comments there and we'll look into it once the idea reaches the required amount of votes.

I recently try the mini premium and one of its benefits is to download 30 song. I have a “Downloaded Songs” playlist which i supposed to add songs there and download it afterwards. When i tried to download it, a message appear in the screen saying that i have to remove all downloads from another device (even though i haven’t download anything on other device). My device is iphone XR and have a spotify version 8.8.42.432. I tried all the tips but it doesn’t work.

The error message means that you have downloaded files stored on a different device. If you've got your account logged in on other phones or tablets, make sure to open the Spotify app on each one and clear all downloads by following the steps mentioned in this article.
In case you logged your account in on a friend's or family member's device, ask them to perform that process and log out after it is completed since the accounts should be for personal use.
