Iphone 7 premium plan for a year. Wont let me search for songs and play them out of wifi

Could you try a clean reinstall of the Spotify app following these steps?

If that doesn't help, could you let me know the iOS version that you're running on your iPhone? You can find this information by going to Settings > General > About.

Additionally, make sure that Offline Mode is turned ON by going to Home in the Spotify app > ⚙️ Gear Icon > Playback > Make sure Offline is set to ON.
