Local Files Won't sync to iPone

I have local files downloaded onto my computer that are on a playlist I can access on my iPhone and computer. I even have the playlist downloaded on my phone. However, I can not play the local files from my phone. I followed the directions to sync the songs to my phone but I can not find the option for "offline sync" that the spotiy directions say to use. Can anyone help?

In this case, follow these steps: 

1. Reinstall both devices. Here's how. 
2. Make sure both devices are connected to the same WiFi
3. Check for any firewalls/antiviruses that could be affecting this.
   
4. Try a different WiFi connection. 

If that doesn't work, let us know the Spotify version you're rocking. We'll check 🙂
