Make sure you have more than 200MB of free storage space. It will stop syncing when your free storage gets around to this limit so that iOS will still have space left.
Also try reinstalling the app and then try sycing to see if that fixes the problem.
Hello there, what I've seen is that when you're downloading a playlist you should stay on the Spotify app because closing it stops the process of syncing.
