Stuck On Waiting To Download On Wireless

I am unable to download for offline use when on WIFI only, downloading over LTE works. Chronic "Waiting To Download" Other members in my house have no issue downloading over WIFI. One is on the same account(He uses android) and the other uses an Iphone 5s. The new variable is new iphone 7 running 10.0.1. Strangely sometimes when its stuck waiting to download an album and I play a song in that album then that song will download. Also if i use WIFI in McDonalds it works. So the problem is isolated to my user profile on my WIFI. If my son logs on my phone he can download no issues.  

Things tried so far:

Reloading Spotify

Resetting Phone

Closing it on my mac

Making sure all my devices are using same WIFI

I Joined Apple Music free trial- No issues there.

Checked limit. I do not have very many tracks so I am nowhere  near limit 

Loading latest ios

Blowing out phone completely then reinstalling spotify

Tried using my sons android tablet same result

If my son logs on to his spotify on my phone it works

This issue was only solved by contacting spotify tech support and the only solution was for them to create a new account. The response time and support were excellent.
