TOOL Local Music on Iphone

I want to be able to use JUST Spotify for my music. 

I have all my Tool albums downloaded locally on the Spotify desktop app (Windows 10) and have successfully downloaded local music onto my iPhone before.  I added all of my Tool to a playlist, and the playlist appears on my iPhone, but instead of a track list all I see is "Want to aadd songs to this playlist? BROWSE"

The songs appear on my computer in this playlist, but not on my phone.

I then checked for my old local music, and all of that music is gone as well. All the music I've added to my Spotify library from an outside source has disappeared and I can't add anything new. 

I have updated and reinstalled. What else can I try?
