I don't know if you have already tried this, or if it is possible in Austrailia, but it worked for me here in the US on iOS 5.1.1 and i had the same issue.
Go into iTunes on your computer and into the app store. Find the spotify app and install it on iTunes, even though it is for iOS 7. Do not have your iPad connected at this time. Once it installs, go to your iPad. (Do not connect to your computer!) Go to the app icon and find the spotify app and install it. It should give you the option to install the older more compatible version.
Like I said, this worked for me for iOS 5.1.1 in the US, I don't know if it will work for an older iOS version or for another country, but it is worth a try.

Sorry, I meant to mention that both the computer and the iPad need to be signed into the same iTunes account for this to work, or hopefully work!

Your solution appeared to work for me, as I successfully got the Spotify Icon to load on my iPad1 after following the instructions above. However, I did not get a message about loading the older version, and the app hangs on the iPad1 in the install process (the blue progress bar within the icon stops about 75% of the way across).
If I touch the Spotify icon on the iPad1 at this point it goes back to "Installing..." again and hangs again at the same point.
I thought at first that it may be trying to authenticate with Facebook, and so attempted to download the Facebook app for Ipad1 (which has the same non-support for downlevel iOS by the way) and it also hangs in a similar fashion.
Any thoughts on what I am doing wrong? I'd really like to keep using this device...I'm a premium member and plan to keep this iPad1 around awhile.

I am not a representative of Spotify or iTunes, just a consumer like you. I just happened to find a way to get a compatible version of Spotify to run on an older iOS. I can only offer a few suggestions to you of things I might try if this happened to me.
First, I would delete the Spotify app off your iPad completely and try again. If your iPad did not offer you an older compatible version, it may be the reason it is not fully loading on it. Make sure when you use your computer to go into iTunes to get the newest version of Spotify, you do not have your iPad connected. This is an important step.
Second, make sure you have signed into the same iTunes account on the computer as you do on the iPad. You don't plug your iPad into your computer to sync with iTunes at any time during this process or it won't work.
After you have Spotify under the app section of iTunes on your computer, go into the app icon on the iPad and install it. It should tell you "the app is for iOS 7 and not compatible, but there is an older version that is compatible, would you like to install it?" (or something like that) and select install older version.
Make sure you have enough memory, your battery is fully charged, and a good wireless signal.
If it still doesn't work, I would start from the very beginning and even remove Spotify out of iTunes and start from there.

So, I had exatly the same problem that Sasha describes above: The Spotify app starts installing (YES!) and then the install bar of Spotify freezes after about 75% (Grrrrrr....so close!).
What you need to do:
If/when your iPad automatically starts to install the Spotify app (It did in my case - without me having been in the App Store, and without the iPad asking me for ok to install an older version), you should stop/cancel/remove the app.
And then go into the App Store and install it from there.
THEN you should receive the message asking whether you want to install an older version.
Hope that works for you guys.....
BONUS: It also wotks for other apps that you otherwise are not allowed to download to your ipad1 because of your 'outdated' iOS.
Just use jbaker110's explanation + keep my tip above in mind. Helped get access to loads of apps that I's given up on long time ago.
