playlist not syncing offline on iPhone

Hi, I'm a spotify premium subscriber, but recently I've been unable to set a playlist to offline status, reinstalling doesn't seem to help.  I get the grey arrows advising it is synching however, nothing happens!!

I've just deleted my history and cookies as instructed on the troubleshooting and tried a reinstall - The device has synced two tracks within the playkist but any son after that will not sunc.  I have attached a crseeshot of the issue

i've sorted - believe it or not I had to delete some of my locally synced music
