used sign out everywhere & changed my password, but keeps saying the account used somewhere else?

I'm a premium user, I used the sign out everywhere button, removed all offline devices, changed my password, deleted the app from my phone and re-downloaded, and I still get the "spotify has paused because your account is being used somewhere else" message. I'm not really sure what to do? Any thoughts short of creating a new account? This is super frustrating.
