400+ spotify accounts

I work for a fitness company that wants to encourage their employees to use Spotify, but the company also wants to be able to centrally manage the accounts some how. Is there any way to have one master account with sub accounts that pull the playslist from the master or maybe one account that many devices can connect to and stream from simoltaniously? The only other way I can see this working is to have one master account with compcany playlists and then have all the subaccounts follow the playslists from the master. Not ideal but a possiblity. Any other ways to acheive what I'm trying to do?

Also, are there any cost considerations for buying a bulk amount of Spotify accounts?
