The arrow down icon beside the content (e.g. song, single/album) should turn from grey to green - Is that not happening on your end?

I'd also like to add that the content you've downloaded for offline-listening is stored in such a way that can only be accessed via the Spotify app, as is the case with other similar streaming platforms (if that's what you meant).
