I've noticed it stopped working after I upgraded to marshmallow OS on my HTC M8.
I have the phone on the same wifi network, AND also have it connected to the PC via USB, but it refuses to download local files from the PC.
I have both Spotify apps open (PC and Anddroid).
I have the storage set to my SD card on the phone.
I've tried reinstalls of the app on the phone, wiping the cache, and toggling the download offline switches, but it won't copy over the local files.
It has no trouble downloading the streaming songs quickly.
😞 Please help. This is the main reason I keep using Spotify and paying premium - for these downloads.
The playlist has 187 songs, I have 10 GB of storage and no matter how many times I turn offline music on it just won't download. I added some local files that I want to get on my mobile which won't download as well.

Do you have more playlists that are offline synced? Spotify allows up to 3333 tracks stored offline. If you don't have this much stored offline then I'd recommend doing a full reinstallation of your client.

I didn't have that many stored so I did the re installation and I still have the same problem.
What Device + OS are you on?

iPhone 6, my phone is fine, downloads all my music to play offline. My PC is what won't download the music for offline, plus it won't download/sync my local files for my phone to download.
Edit again : started my own thread over in android forums vs desktop.
Can you try another clean install but following the troubleshooting guide linked in my signature???
Not sure if that was directed at me or the OP, but that didn't work. still not getting any local files from the PC when plugged into the PC with both apps open.

I had that same problem and it was the firewall on my PC. I went into McAfee and disabled my firewall and the locals songs immediately worked on my Galaxy phone again. I turned the firewall back on and the songs still seem to be working on my phone. I'm sure there is some rule we can add to the firewall so we dont have to disable it, but I am still trying to figure it out.
