Downloaded songs on Albums won't play offline if also in a playlist

I have an issue that I don't see addressed already on the forum.

When I download and play an album, any song that is already on one of my playlists will not play when I am offline. It sits at 0:00 and won't play even if I try to skip forward. Even though I have downloaded it. It will only play when I reconnect to the internet. Weird. Solution?

Thanks for reaching out to the Spotify Community. We'd like to help. 

Best thing to try is to refresh the devices you have synced for Offline Mode. Follow these steps: 

1. Log in to your account page on our website and click Offline devices in the menu on the left. 
2. Click REMOVE ALL DEVICES.
3. Reinstall Spotify. Here's how. 
4. Save again your offline tracks.
