Song downloads on Android get stuck or are extremely slow

My Question or Issue

Recently song downloads on my phone have been getting stuck or take extremely long (20 - 30 minutes for a song). I have checked that Spotify has unrestricted battery usage, unrestricted data usage on Wi-Fi, and have also tried clearing out the cache and re-installing the application. I have also played music on my phone whilst downloading to keep the application active. None of this seems to have resolved the issue.

I start the download of a playlist (or an existing playlist updates), and I notice that the download will download a few songs, and then just get stuck there for tens of minutes, then maybe download another song or two, get stuck, repeat. Or just not continue at all, at which point you have to kill and re-open the application and hope it will progress.

I also don't believe this is related to my internet connection, as other applications stream / download content on my phone without an issue.

Same issue, same country... I have tested it on Android 13 and Windows 11 both have the same issue. Tried clearing cache, changing folders, VPN to different locations and reinstalling to no avail. There is another issue here about **bleep** is busted.

I've done some further testing whilst downloading playlists. It looks like there are certain songs within a playlist which have issues downloading / streaming. The download will get stuck on these tracks, and if I actively play the track (thinking that streaming it will somehow take the download from cache or something), it gets stuck and buffers every few seconds. If I move on to play the next song to be downloaded, that song might immediately download and plays without any buffering.

So my suspician is that these certain songs are having issues whilst being downloaded / streamed, which is holding the whole process up or blocking it entirely.

I have not noticed the issue coming up again recently, so I have not been able to reproduce it again and record it. If it does come up again, I'll include a video.

I have the same issue. 

It always hangs on song 77 of 98 and goes no further. It will remain stuck on that until I force close Spotify.
