My Question or Issue

On my 2021 Wrapped it says my minutes listened is "21.443". Does that mean 21,443, as in twenty-one thousand? Or it has my minutes listened completely wrong? I listen to spotify more than 20 minutes basically every day.

Your first assumption is correct, the Wrapped displays the minutes in thousands. So you've played over 21 thousand minutes during the year.
